Security Monitoring Center (SMC)
The Security Monitoring Center (SMC) is located at PACTL Terminal 1, serving as the company's emergency response center, is responsible for regular monitoring and duty shifts. It regularly reviews and updates the company's emergency response plan and organizes drills so as to ensure that the company's operation is stable and under control.
SMC has developed 'PACTL Production and Security Platform' for the company’s safety management, enabling centralized, interconnected and precise management of daily operation information within the freight areas through the next-generation of intelligent and IoT technologies.
Production
'PACTL Production and Security Platform' integrates PACTL’s various production and security management systems, and provides key data modules.Through video recording and real-time data display, the platform monitors the cargo terminal operations, manages safety risks, hidde hazards and violations in a timely manner, continuously follow-up to ensure a closed-loop process.
Security
'PACTL Production and Security Platform' includes CCTV module, fire alarm module, smart facial recognition module, network security module, SHA-PVG transportation module, emergency management module, security audit module, etc. Once an early warning is detected, immediate interventions are triggered to eliminate risks proactively and ensure company safety.

Special Cargo Management
The special cargo management team under Audit Office is responsible for coordinating, guiding, supervising and managing the company's dangerous and special cargo operations while drafting, formulating and updating relevant regulations, manuals and compliance lists for the operation of dangerous and special cargo and revising production safety-related policies. It also supports CAAC, airport public security, airlines and other departments to carry out audits and safety inspections related to dangerous cargo.
PACTL has established dedicated warehouses and storage zones for dangerous cargo, ensuring strict segregation and storage in full compliance with the civil aviation regulations.
PACTL has established a comprehensive emergency response management mechanism. If any abnormalities involving dangerous cargo are detected within the scope of PACTL, an emergency response will be immediately activated according to the Special Response Plan for Dangerous Cargo Emergencies at Airport Cargo Terminals.

Fire Safety Management Center
The Comprehensive Office of PACTL's Security Department is responsible for the company's fire safety system establishment and management, including the supervision of fire protection measures, spot checks and inspections. It also provides fire safety awareness and trainings for security administrators from various departments.
The fire alarm control cabinets are monitored 24/7 by the security control rooms of the Security Department, while the on-site security personnel conduct daily fire prevention inspections.
Additionally, security control rooms provide fire safety awareness and training for on-site security personnel to minimize disaster losses. The on-site micro fire stations are required to dispatch staffs to fire scenes within 3 minutes of receving a fire alarm and take prompt actions.
