Delivery process for international outbound cargo
  • Advance notice

    Special cargo (temperature-controlled cargo, oversized items, horses and other large live animals) requires agents to send advance notice to PACTL to reserve operation and temporary storage space.

  • Online documentation

    Complete documentation and delivery plan on PACTL’s Easy Cargo Platform.

    * Before cargo security check, submit pre-check information and complete document pre-view on Easy Cargo Platform.

  • Arrival of trucks

    Arrival process is automatically triggered after trucks arrive at the customs-supervised areas and agent register delivery on Easy Cargo Platform.

  • Query receipts

    Check customs release status on Easy Cargo Platform (mini programs, app, web portal)

    1)Cargo release: wait for the generation of delivery VCT

    2)Cargo inspection: inspect by customs

  • Print VCT

    After delivery VCT is generated, drivers receive an SMS notificaiton and go to the designated delivery gate for cargo unloading.

  • Cargo security check

    Agents go to designated delivery gate for cargo security check.

    * Special cargos (dangerous goods, live animals, etc.) require on-site check before security check;

    * Oversized cargos do not go through security check machines. They have to undergo explosion-proof test and be stored for 24 hours before delivery.

  • On-site delivery

    After cargo passes security check, warehouse staffs receive and weigh the cargo.

  • Submission of documents over the counter

    Agents go to the counter to submit cargo-related documents.

    Cargo that receives an inspection order or lacks a release instruction can be temporarily stored. Other released cargo can be delivered to avoid shipment delays.

  • Apply for inspection

    Agents apply inspection at the outbound document counter

  • Unpacking inspection
  • Cargo release
  • Detention by customs

    After inspection ends, customs-detained cargo will be temporarily stored in PACTL's warehouse.

  • Release of detention

    Agents go to the customs to complete the procedures for releasing or returning the detained cargo.

  • Customs return clearance

    Agents go to the counter to complete customs return and withdrawal from the terminal procedures.

Check the released cargo based on flight schedule.

(1)Cargo that can be delivered directly on the booked flights will proceed to buildup and shipment.
(2)For cargo that missed the booked flight, remaining shipments can be confirmed for reassignment to other flights.
