PACTL to conduct IATA new requirements for lithium-battery check

Dear Customers Airlines,

PACTL has received new version from IATA regarding “lithium-battery-update I / II”and DGR57-Addendum 1 & 2. From Apr 1st 2016, PACTL will fully follow the new requirements to conduct lithium-battery check for cargo acceptance.

In the updates,  there are requirements of state of charge for lithium-battery  as follows: -UN 3480, PI 965, Section IA and IB. Lithium ion cells and batteries must be offered for transport at a state of charge (SoC) not exceeding 30% of their rated design capacity. Cells and/or batteries at a SoC of greater than 30% may only be shipped with the approval of the State of Origin and the State of the Operator under the written conditions established by those authorities. -UN 3480, PI 965, Section II. Lithium ion cells and batteries must be offered for transport at a state of charge (SoC) not exceeding 30% of their rated design capacity.

In order to identify whether shippers follow above IATA regulation at acceptance process , please Customer Airlines ask your respective expertise institutions to add state of charge for lithium-battery shipments of UN3480 PI 965 Section IA/IB/II. At due time, PACTL will reject this kind of shipment if it’s not handed in with state of charge listed on its expertise report.

As we know, Shanghai Research Institute of Chemical Industry Testing Centre (SRICI) can add this result in expertise report.
