Pickup process for international inbound cargo
Cargo arrives at the port
  • General cargo
    After flights arrive, agents collect airway bills at the counter according to the arrival notice.
  • Active allocation
  • Transit to the Customs supervised warehouse
  • Pickup cargo at the Customs supervised warehouse
  • Reserved cargo
  • Collect Airway Bills over the counter

    After airway bills and the cargo arrive, the cargo terminal notifies agents/direct customers to collect airway bills.

  • Customs

    Release by customs

    Before cargo pickup, agents complete customs clearance procedures at customs.

  • Reservation for cargo pickup

    Agents make a reservation for cargo pickup, submit for approval, complete payment, and generate the pickup VCT and exit permit on PACTL Easy Cargo Platform.
    1) Monthly settlement agents do not need to make payment;
    2) Direct customers complete online payment.

  • Cargo loading

    Agents go to the designated gate, and present the pickup VCT to collect and load cargo.

  • Print exit permit

    After cargo pickup and loading, agents go to the counter to print exit permit.

  • Pick up cargo and leave cargo terminal

* Inspection agents reserve inspection on Customs Inspection Platform first. 
  • Warehousing check
  • Apply for entry/exit permit

    Send mails with related materials to the Inbound Documents Office.

  • Unpacking inspection

    Agents bring customs clearance documents and assist customs officers in completing the inspection.

  • Reservation for cargo pickup
  • Cargo pickup and loading
  • Print exit permit
  • Pick up cargo and leave cargo terminal
  • Centralized inspection

    (1) International inbound fruits, seedlings (100% inspection) and other cargo are inspected at PACTL West Cargo Terminal.

    (2) After cargo inspection and release, recipients complete settlement and pickup procedures at Terminal 3 (T3) .

  • Unpacking inspection

    Agents bring customs clearance documents and assist customs officers in completing the inspection.

  • Temporary storage of detained cargo

Outbound inspection
  • Hangyou road inspection

    (1) Seafood and fresh flower inspection

    (2) Direct customers complete settlement and pickup procedures at the inspection site.

  • Longlan Inspection

    (1) Dangerous cargo inspection (except Class I explosives, Class VII radioactive substances, and dangerous cargo under categories 4.2, 4.3, 5.1, and 5.2, the above categories are inspected at the cargo terminal);

    (2) Agents pickup cargo at the inspection sites.
